Housing and settlement development has become the part of the agenda of infrastructure development acceleration for second medium term development plan (RPJM 2005-2009). The objective of the housing development based on the RPJM is to fulfill the needs of housing for people through the shaping of primary market of housing, which is wholesome, efficient, accountable, and affordable for all people. To endorse the objective achievement, government needs to develop the system of long-term housing finance, which is market friendly, efficient, and accountable. Regarding the increasing needs of decent housing in urban area due to the rapid growth of urban population in Indonesia, government has tried to accelerate housing development through National Movement for a Million Houses and National Program for 1000 Towers.
