Naya Pakistan Housing Development Authority Naphda

The Naya Pakistan Housing & Development Authority (NAPHDA) was established on January 15, 2020, under an Act of Parliament, to spearhead the planning, development, construction, and management of real estate and housing projects across Pakistan. Serving as the Government's Developing Arm, NAPHDA is committed to achieving multiple objectives in housing and infrastructure development, operating on both profit and non-profit models nationwide.

NAPHDA provides a one-window facilitation service for investors and builders through its dedicated Facilitation Centre. Working under the direct patronage of the Prime Minister of Pakistan, the Authority is part of the Cabinet Division / Prime Minister's Secretariat.

The Policy Board, currently comprising eleven members, includes representatives from both the Government and the private sector. The Authority's headquarters is located in the Prime Minister's Secretariat, Islamabad, with regional offices in Islamabad, Lahore, and Karachi. Additional regional offices in Peshawar, Quetta, and Multan are also in progress.

NAPHDA is actively involved in studies, surveys, and technical research, while collaborating with banks and financial institutions to secure financing for affordable housing for low-income segments. It plans to introduce schemes such as Real Estate Investment Trusts (REITs), bonds, sukuk, and Term Finance Certificates to subsidize low-cost housing projects.

Current status: In 2026, the Federal Cabinet approved a proposal to wind up NAPHDA and repeal the NAPHDA Act, 2020, as part of government rightsizing and cost-cutting reforms.
