Active inclusion: working with vulnerable groups to foster social protection through affordable housing. Who are the most vulnerable groups? – low-income families, women or female-headed households, elderly, persons with disabilities, and survivors of natural disasters – vulnerable & marginalized people. Where can you find them? urban areas, metropolia or megacities & disaster-stricken areas.

What is their status? living in informal settlements or temporary shelters, with almost no social protection coverage – no proper legal documentation hence no access to conventional housing programs; largely involved in self-employment within the informal economy for survival or are under-employed or on labor contractual only hence, the pressure for in-city settlements.

Why target this group? They composed a significant number of the growing and urbanizing population, they are generally invisible to the radar of the housing development sector and the state is inadequate in responding to their housing needs they have a right to adequate housing. How do you work with them? By making cities and human settlements inclusive, safe, resilient, and sustainable (Goal 11 of 17 Sustainable Goals); by making a strong public, private, and people partnership for social housing, and by organizing communities into housing cooperatives/cooperative housing cum livelihood interventions.
