measures to combat a housing crisis that has seen prices rise by 60% since
2013. With 1 million people homeless across the EU, the new strategy aims to
reduce the number of people at risk of poverty by 15 million by 2030. The plan
calls for a surge in social and affordable housing construction to counter the
"housing exclusion" affecting 1 in 5 Europeans.
